Team No. 01: Management of Information and Communication Technologies (MATIC)

Leader: Prof. Djamila TOUMI

The MATIC team specializes in research on optimal management during the implementation or use of information and communication technologies within organizations, as well as studying their impact on various organizational aspects, particularly performance.

This research objective can be broken down into the following points:

  • Explore new information and communication technologies and their influence on management strategies, conducting research on emerging technologies such as artificial intelligence, blockchain, Big Data, and the Internet of Things (IoT), and their integration into management.
  • Study digital transformation processes within organizations and propose effective implementation models.
  • Evaluate ICT governance practices in different organizations, and propose models for managing ICT according to current standards.
  • Conduct empirical studies to assess how ICT integration influences performance indicators such as productivity, decision-making, and employee satisfaction.
  • Investigate security and data privacy issues in the use of ICT.
  • Study the factors influencing the adoption and use of ICT by businesses and individuals.

Team No. 02: Entrepreneurship and SMEs

Leader: Prof. Mustapha AMOKRANE

Small and medium-sized enterprises (SMEs) play a key role in innovation and job creation, forming a solid foundation for many national economies worldwide. Our research team focuses on an in-depth study of this sector to understand the real challenges and opportunities shaping the future of SMEs, both globally and in Algeria.

Globally, over 90% of businesses are SMEs, representing more than 95% of all companies and contributing to 60-70% of employment in OECD economies. In Algeria, the SME sector includes around 1.3 million businesses, with nearly 98% being small commercial or service businesses. Most of these businesses are family-owned and often reluctant to engage with bank loans or open up their capital. Moreover, some SMEs do not declare their true revenues, thus avoiding real taxes. The number of SMEs operating informally, avoiding any control, is also significant but difficult to quantify.

Despite various state measures to assist these businesses, the results have not always been significant. Economically, SMEs have specific advantages and disadvantages that require tailored measures. With the advent of new technologies and globalization, economies of scale are losing importance in many sectors, thus enhancing the potential of small businesses. In recent years, we have observed large international companies using traditional SME techniques, such as large-scale bespoke production or modular production techniques adopted by Toyota. This offers numerous opportunities for SMEs, particularly in outsourcing, but may also weaken them. Due to the increasing complexity of their environment, the challenges faced by SMEs are growing. This phenomenon is amplified in a globalized context where technology plays a dominant role. To remain competitive, SMEs must strengthen their management skills, improve their ability to gather information, and develop their technological base. It is up to public authorities to improve SMEs’ access to financing, information infrastructure, and international markets.

The team aims to study the following topics:

  • Study the foundations of entrepreneurship in Algeria, focusing on:
    • National policies promoting investment.
    • Forms of entrepreneurship.
    • The relationship between universities, vocational training sectors, and entrepreneurship.
    • Study the entrepreneurial logic of public and private actors and its impact on the Algerian economy.
  • Conduct a nationwide study of the SME sector in Algeria, addressing the following:
    • A comprehensive diagnosis of the SME sector in Algeria to identify strengths and weaknesses by major sectors.
    • The role of SMEs in innovation and job creation.
    • Innovative methods of SME financing.
    • SMEs and local development.
    • A diagnosis of how these businesses adapt to their local environments.
    • The internationalization of Algerian SMEs, constraints, and opportunities.
    • Propose an integrated national economic strategy for SMEs, based on the results of the above diagnosis and inspired by international best practices.

The company today operates in an environment of constant change, requiring strategic management to regulate its relationship with the environment within a clear strategic vision, develop strategic resources providing defendable competitive advantages, and create value for all stakeholders.

In this context, the research team “Strategic Management, Competitive Advantages, and Foresight” aims to carry out research projects on the themes of strategic management and strategic foresight to:

  • Contribute to the development of strategic approaches and competitive strategy development.
  • Develop innovative solutions that enable companies to build their strategic resource portfolios (Human Capital, Organizational Innovations, Organizational Learning, Core Competencies, etc.).
  • Align operational decisions with long-term strategic choices.
  • Anticipate future environmental threats and improve corporate competitiveness.
  • Help companies develop their future strategies.
  • Develop tools to help companies prepare and implement their strategic plans.
  • Embed the culture and best practices of strategic management within companies.

Team No. 04: Management of Public and Non-Profit Organizations

Leader: Prof. Amine FERROUKHI

Our research activities are based on the foundations of public management, integrating interdisciplinary contributions from economics, public law, communication sciences, and management sciences. The research team focuses on the in-depth study of public or non-profit organizations from three distinct but complementary perspectives:

  1. Building and strengthening partnership relationships for public or non-profit organizations (OPNM).
  2. The quality of public service delivery.
  3. Strengthening and developing organizational relationships for OPNM.

These three key concerns lead us to address the following three areas: multi-level governance, public service delivery processes, and organizational climate:

  • Building partnership relationships and innovative coordination models between public, private, and associative actors is one of our research goals. These relationships are meant to be developed and strengthened, encouraging freedom of association between organizations. While the law allows public organizations to undertake partnership actions, the realization of these relationships largely depends on the collective intelligence of the actors involved: mayors, elected officials, local administrations, businesses, associations, research centers, cooperatives, etc.
  • Improving the quality of public service delivery is crucial at the level of public organizations, especially in light of growing environmental pressures. Organizational innovation has become essential to meet new expectations from various stakeholders, including citizens, public service beneficiaries, non-beneficiary taxpayers, international or supranational institutions, businesses, researchers, and academics. Our team aims to examine how public organizations adopt and implement quality standards.
  • Studying the organizational climate of public administrations and identifying sources of professional dissatisfaction: adopting an exploratory approach, the research team analyzes the organizational environment of public servants to better describe the existing climate and highlight the most relevant explanatory variables concerning their well-being at work.

Team No. 05: Change Management and Corporate Culture

Research topics:

Our research activities are multidisciplinary, with change management playing a central role. Our team aims to study organizational change, depending on its nature. The topics mentioned below converge in their complementary relation between theories and practices.

  1. Culture and change management in organizations with partnerships (different types of partnerships).
  2. Foreign partnerships and imaginary contamination for change management.
  3. Partnerships and cultural conflicts.
  4. The global environment of the company and risk management.

Team objectives:

  1. Consider the cultural dimension in Algerian companies in partnership, facing national and international competition. The engagement of Algerian companies (private or public) in partnerships with foreign actors has led to profound organizational change, with a cultural dimension at the forefront. The primary concern here is to understand the new dynamics through the norms and values generated by this organizational change.
  2. Technology and digitization, necessary changes for Algerian companies. The era of technology and digitization challenges the managerial system and its organizational order. Our team focuses on the role of technology in companies and its direct and indirect impact on internal environments.
  3. Explore the entrepreneurial spirit in managers. Our team explores ways to prevent the obsolescence of leaders and the qualifications necessary for effective leadership, seeking to understand the role of entrepreneurship and the ideal leadership environment to revitalize companies.

Team No. 07: Governance and Regulation of Public Networked Services

Leader: Prof. Messaoud ZEROUTI

The research team dedicated to the governance and regulation of public networked services aims to contribute extensively to both theoretical and empirical academic research. Here are the primary objectives justifying the creation of such a team:

  • Improve understanding of issues related to networked public services.
  • Identify best practices for governance and regulation of networked services.
  • Promote interdisciplinary collaboration.
  • Contribute to informed decision-making.
  • Participate in public debates on networked public services.
